David Heitstuman, President, has extensive experience in political campaigns and California government. David is the Outreach and Services Manager for the Speaker’s Office in the California State Assembly. He has also worked in communications for Governor Gray Davis, was Operations Director of Steve Westly’s 2006 gubernatorial campaign, and traveled the country doing advance work for Howard Dean, John Kerry, and Hilary Clinton’s presidential bids. His many leadership roles in the community include as a member of the Sacramento Parks and Recreation Commission, board member with the Sacramento Valley Gay & Lesbian Softball League, and Chair of the Sacramento Special Events Ordinance Review Committee.

ROSANNA HERBER, VICE PRESIDENT
Rosanna Herber, Vice President, is an activist who has been involved in the Sacramento community for over 25 years. She has served in leadership roles for a variety of LGBT organizations including the Lambda Players, Stonewall Democrats, the Sacramento Area Career Women’s Network and was a founding council member for CAPPAC, Sacramento’s first gay and lesbian political action committee. Most recently, she chaired the LGBTQ Redistricting Coalition that successfully lobbied to redraw political boundaries to create gay-friendly districts at both the Sacramento City Council and County Board of Supervisors. Her thirty-year career in the community and governmental relations fields has focused on building partnerships with ethnic organizations, neighborhood groups, chambers, small businesses and community based organizations. She is the Speakers Bureau Manager for SMUD.
Rob Wilcox, Secretary, has over 20 years of experience in communications particularly in the public service arena. He is currently the Communications Director for the California Citizens Redistricting Commission. Prior to joining the Commission’s staff he was the Chief Deputy to California Inspector General Laura Chick who was in charge of overseeing the state’s spending of Recovery Act funds and prior to that served as Chick’s Communications Director when she was Los Angeles City Controller. For nearly ten years Rob had his own public relations consulting business serving corporate, non-profit and entertainment clients. He began his career as a press secretary in the California State Assembly.
Gail Mancarti has previously served as President of the Center’s Board of Directors. She also served on the University of California’s Center for Cooperatives Policy Advisory Committee, and completed a six-year term on the city of Sacramento’s Ann Land Commission, an endowment that provides funds to groups serving indigent persons. Previously, Gail served a one-year term as a member of the County of Sacramento Grand Jury. For the past twenty years Gail has provided consulting services to businesses, government agencies, community organizations, and educational institutions. She is the owner of Gail Mancarti Consulting in Sacramento.
Kim Tucker is Vice President of 3fold Communications, a Sacramento-based marketing agency that serves corporate, public sector and community-based organizations throughout the country. Kim joined 3fold in 2007 to launch a Nonprofit Division that has become award-winning in its work with local nonprofits. Kim’s years in the nonprofit sector include leadership positions in direct-service, regional intermediary, and membership associations in Alaska, Washington and California. From foster care to public radio, Kim has helped nonprofit organizations develop programs, attract funding, expand services, and effectively deliver on their mission. She also serves on the Corporate Advisory Board of Francis House Center.

BENJAMIN PHILLIPS-LESENANA, BOARD MEMBER
Benjamin Phillips-Lesenana brings a deep breadth of managerial experience and knowledge spanning across several world-class organizations, such as Pacific Bell, SBC Communications, FDI Collateral Management, The Golden 1 Credit Union, Solano First Federal Credit Union, Sacramento Sustainability Forum, and the California Asian Pacific Chamber of Commerce. Additionally, Benjamin serves on the Boards of the Sacramento Rainbow Chamber of Commerce and the Sacramento Metropolitan Lions Club, contributes to the Metro EDGE Regional Action Committee, and serves as Vice Chair of the SMUD Community Advisory Panel. Benjamin was recognized as the 2011 Ambassador of the Year for the Sacramento Asian Pacific Chamber of Commerce and as a 2011 40 Under 40 Finalist by the Sacramento Business Journal.

ARVIN MAGUSARA, BOARD MEMBER
Arvin Magusara’s career has been committed to serving in the field of public health. Arvin is currently a project coordinator with the California Department of Public Health’s Office of AIDS, HIV Incidence Surveillance Project. Previously he was with the California Department of Public Health’s Women, Infants and Children (WIC) Supplemental Nutrition Program serving as an analyst in the Research and Evaluation Section. Arvin began his career in health as a hospital corpsman (medic) in the United States Navy. His duties include an assignment in Italy with the Navy Bureau of Medicine and Surgery at the United States Naval Hospital, Sigonella. Arvin’s other civic engagements include an appointment by the Sacramento County Board of Supervisors to the Sacramento HIV Health Services Planning Council, and a fellowship with the Sacramento Chapter of the New Leaders Council. Arvin is also currently pursuing his Master of Public Health degree at Drexel University’s Center for Graduate Studies. His connection to the Center began in his teens when he regularly attended the weekly youth group meetings.
Babak Hosseini has extensive experience in the financial and banking industry. He has held leadership positions critical to making credit decisions. Aside from his full time corporate career he is currently an Advising Board Member of the Sacramento Human Rights/Fair Housing Commission. His community leadership also includes past service as a member of Rebuilding Together at Countrywide Home Loans, School Savings Program at Washington Mutual Bank and American River Parkway Foundation.
